It was the demand of society from many years in this rural area that there should ne ab institution which can provide cultuted higher education and prove itself the mile stone in the field of education. So it was planned to establish a degree college with the help of the representatives of the society in the peaceful atmosphere of Saraswati Vihar. Shikarpur which is situated only 20 km. away from Bulandshahr on Meerut-Badaun Highway.Saraswati Shiksha Samiti¸ shikarpur (Society) was registered under the society Registration Act 1860. The Foundation of Shyamlal Saraswati Mahavidyalaya took place on 16 Dec. 1994 through the hands of Hornable Vajpai Ji. Shyamlal Saraswati Mahavidyalaya¸ Saraswati Vihar¸ Shikarpur¸ District- Bulandshahr¸ (U.P.)¸ governed by (Regd. body) Saraswati Shiksha Samiti Shikarpur¸ District-Bulandshahr is one of the premier institute imparting B.Ed. education in Shikarpur¸ District Bulandshahr (U.P.).
